Subscribed mods not downloading steam

Well i am not on steam beta and the mods i subscribe too do not download so i tried to install them manually in the mods folder etc and they still do not show up when the game starts. Some mods that were unsubcribed were subscribed to and loaded". For all of these mods, I have (a) checked that I'm not subscribed to that mod on the Steam Workshop and (b) checked I don't have the mod file in my skyrim data folder.

Steam isnt downloading subscribed mods i went to jump on ark the other day and the game was crashing just before i was able to join my friend.
